1 Acceptance of Terms

These Terms and Conditions ("Terms") constitute a legally binding agreement between you ("Player," "User," or "you") and filbe ("filbe," "the Platform," "we," "us," or "our") governing your access to and use of the filbe website, mobile interface, games, betting services, and all associated features and functionality (collectively, the "Platform").

By registering an account, accessing the Platform, or placing a wager of any kind on filbe, you confirm that you have read, understood, and unconditionally agree to be bound by these Terms in their entirety. If you do not agree to any provision of these Terms, you must immediately cease using the Platform and close your filbe account.

filbe reserves the right to update these Terms at any time. Continued use of the Platform following notification of changes constitutes your acceptance of the revised Terms. We recommend reviewing this page periodically to stay informed of any updates.

2 Eligibility & Age Restrictions

Access to and use of the filbe Platform is subject to strict eligibility requirements. You must satisfy all of the following conditions to create a filbe account and participate in any games or betting activities:

• You must be at least 21 years of age — the minimum legal age for online casino-style gambling in the Philippines as prescribed under applicable PAGCOR regulations and Republic Act No. 9287.
• You must be accessing filbe from a jurisdiction in which online gaming is lawfully permitted and not prohibited by local, national, or international law applicable to you.
• You must not be a current employee, contractor, agent, or immediate family member of a filbe employee or contractor involved in platform operations, game development, or odds-setting.
• You must not be subject to a self-exclusion order or cooling-off period that you yourself have activated on the filbe platform or through any applicable regulatory programme.
• You must have full legal capacity to enter into a binding contract under Philippine law.

filbe enforces age verification at the point of first withdrawal request and may request age verification documentation at any time during the course of your account relationship. Failure to provide satisfactory age verification will result in the suspension of withdrawal privileges until verification is completed to filbe's satisfaction.

3 Account Registration

Each individual may hold only one (1) filbe account. Creating multiple accounts — whether using the same or different personal details, payment methods, or device identifiers — is strictly prohibited and constitutes a material breach of these Terms.

When registering a filbe account, you are required to provide accurate, complete, and current information including your full legal name as it appears on a government-issued ID, date of birth, residential address, email address, and contact number. You agree to update this information promptly should any of it change.

filbe conducts Know Your Customer ("KYC") verification in accordance with applicable anti-money laundering regulations and PAGCOR-aligned compliance requirements. You may be required to submit one or more of the following documents at any time:

• Valid government-issued photo ID (Philippine passport, SSS/UMID card, driver's licence, or PhilSys national ID)
• Proof of residential address dated within 90 days (utility bill, bank statement, or barangay certificate)
• Proof of payment method ownership (screenshot of GCash or Maya account, or bank statement showing account name)
• Source of funds declaration where deposits exceed applicable thresholds

filbe reserves the right to place a hold on any account pending satisfactory completion of KYC verification. Accounts that fail to complete KYC within the time frame specified by filbe's compliance team may be suspended or closed at filbe's sole discretion.

4 Account Security

You are solely responsible for maintaining the confidentiality of your filbe account credentials, including your username and password. You must not share your login details with any other person under any circumstances. filbe will never ask you for your password via email, live chat, or any other communication channel.

You agree to notify filbe's support team immediately at [email protected] if you suspect unauthorised access to your account, if your login credentials have been compromised, or if you notice any transactions or bets on your account that you did not authorise.

filbe will not be liable for any losses arising from your failure to keep your account credentials secure, or from your disclosure of those credentials to any third party. Any activity conducted through your account — whether by you or by a third party who gains access through your negligence — will be treated as authorised activity and is subject to these Terms.

5 Deposits & Withdrawals

filbe supports a range of payment methods designed for Filipino players, including GCash, Maya, BPI, BDO, UnionBank, Coins.ph, USDT TRC20, and 7-Eleven over-the-counter payments. Availability of specific payment methods may vary and is subject to change without prior notice.

Deposits are credited to your filbe wallet upon confirmation of receipt from the relevant payment provider. GCash and Maya deposits typically settle within 60 seconds under normal network conditions. filbe does not charge any fees on deposits, though your bank or e-wallet provider may apply their own transaction charges.

Withdrawals are processed subject to the following conditions:

• Your account must have completed KYC verification before any withdrawal can be processed.
• Withdrawals must be directed to a payment method registered in your own name — third-party withdrawals are not permitted under any circumstances.
• The minimum withdrawal amount is ₱200. Maximum single withdrawal limits vary by payment method and VIP tier.
• GCash and Maya withdrawals are typically processed within one (1) to four (4) hours. Bank transfers (BPI, BDO, UnionBank) are processed within one (1) business day.
• VIP members at Gold tier and above are entitled to priority withdrawal processing with same-day settlement guarantees, subject to payment provider operating hours.
• filbe reserves the right to request additional verification documents before processing any withdrawal, particularly where the withdrawal amount is significant or where the account shows unusual activity patterns.

6 Bonuses & Promotions

filbe offers various bonuses and promotions to eligible players from time to time, including welcome bonuses, reload bonuses, cashback offers, free spins, and VIP programme rewards. All bonuses are subject to the specific terms published alongside each promotion, which form part of these Terms by reference.

General bonus conditions applicable to all filbe promotions unless otherwise specified:

• Bonuses are available only to players who have completed account registration and, where applicable, KYC verification.
• Each promotion is available once per player, per household, per device, and per IP address unless explicitly stated otherwise.
• Bonus funds are subject to wagering requirements that must be fulfilled before any winnings derived from bonus funds can be withdrawn. Wagering requirements and eligible games are specified in each individual promotion's terms.
• filbe reserves the right to cancel or modify any bonus, promotion, or VIP reward at any time, including retroactively where there is evidence of abuse, collusion, or exploitation of technical errors.
• Winnings generated from bonus funds in excess of the maximum cashout limit specified for each promotion are not withdrawable and will be removed from the account balance upon withdrawal request.
• Bonuses cannot be combined unless filbe's promotion terms explicitly state otherwise.

If filbe determines that a player has attempted to exploit, abuse, or circumvent bonus terms — including through the use of multiple accounts, collusive play, or systematic low-risk wagering strategies designed to meet wagering requirements without genuine gameplay risk — filbe reserves the right to forfeit the bonus and any associated winnings, and to suspend or permanently close the account concerned.

7 Gameplay Rules & Fairness

All games available on the filbe platform — including live dealer games, slots, RNG table games, sportsbook markets, and bingo — are operated in accordance with published rules specific to each game type. You are responsible for familiarising yourself with the applicable rules before participating.

filbe uses certified Random Number Generator (RNG) technology for all non-live games. RNG systems are independently audited by accredited testing laboratories to ensure that game outcomes are genuinely random and not influenced by prior results, player identity, or wager size.

Live dealer games are streamed in real time from licensed studio environments. Game outcomes in live dealer games are determined by physical processes (card dealing, roulette ball spin, dice roll) and are not subject to any software intervention after the game round commences.

In the event of a technical failure, disconnection, or system error during a game round, filbe's policy is as follows:

• If a game round cannot be completed due to a technical error, the wager placed for that round will be voided and the stake returned to your wallet.
• If a game round has been fully completed and the result recorded in filbe's system prior to the technical failure, the recorded result stands.
• filbe's game logs constitute the authoritative record of all game outcomes and wagers. In any dispute, the server-side game log will be treated as the definitive record.

8 Prohibited Conduct

The following conduct is strictly prohibited on the filbe platform. Any account found to be engaged in prohibited conduct will be subject to immediate suspension, permanent closure, forfeiture of balances, and reporting to relevant regulatory authorities where required by law:

• Using automated software, bots, scripts, or artificial intelligence tools to place bets, access the platform, or manipulate game outcomes.
• Colluding with other players to gain an unfair advantage in any game, including but not limited to chip dumping, card sharing in poker, or coordinated betting in live games.
• Exploiting software bugs, errors, or vulnerabilities to gain an advantage. Any winnings derived from known or suspected system errors are not withdrawable and will be reversed.
• Using the platform for any money laundering, terrorist financing, or other illegal financial activity.
• Registering under a false name, using another person's identity, or submitting fraudulent KYC documentation.
• Accessing filbe from a jurisdiction where online gaming is prohibited, using VPN or proxy services to circumvent geographic restrictions.
• Engaging in chargebacks or payment disputes with your bank or e-wallet provider in bad faith, where the transaction was legitimate and authorised by you.
• Harassing, threatening, or abusing filbe staff, live dealers, or other players through the chat functions or any other communication channel.

9 Responsible Gaming

10 Suspension & Termination

filbe reserves the right to suspend or permanently close any account at its sole discretion, with or without prior notice, in circumstances including but not limited to:

• Breach of any provision of these Terms
• Failure to complete KYC verification within the required timeframe
• Suspected fraudulent, abusive, or illegal activity
• Receipt of a chargeback or payment dispute that filbe determines to be made in bad faith
• Regulatory direction or legal obligation to suspend or close the account
• Player request (voluntary account closure)

Upon account closure, any verified balance remaining in your filbe wallet (excluding bonus funds and winnings subject to outstanding wagering requirements) will be returned to your registered payment method within ten (10) business days, subject to satisfactory completion of any outstanding verification or compliance requirements.

11 Intellectual Property

All content on the filbe platform — including but not limited to the filbe name and logo, website design, game interfaces, graphics, text, video streams, software, and promotional materials — is the exclusive property of filbe or its licensed content providers and is protected by applicable intellectual property laws.

You are granted a limited, non-exclusive, non-transferable, revocable licence to access and use the filbe platform solely for your personal, non-commercial entertainment purposes. You may not copy, reproduce, distribute, modify, reverse-engineer, publicly display, or create derivative works from any filbe content without express prior written authorisation from filbe.

12 Limitation of Liability

To the maximum extent permitted by applicable Philippine law, filbe's total aggregate liability to you arising out of or in connection with your use of the platform — whether in contract, tort, or otherwise — shall not exceed the total amount deposited by you into your filbe account in the thirty (30) days immediately preceding the event giving rise to the claim.

filbe shall not be liable for any indirect, incidental, consequential, special, or punitive damages of any nature, including loss of profits, loss of data, loss of goodwill, or interruption of gaming access, even if filbe has been advised of the possibility of such damages.

filbe does not warrant that the platform will be uninterrupted, error-free, or free from viruses or other harmful components. Access to the platform is provided on an "as is" and "as available" basis without warranties of any kind, express or implied, except as required by law.

13 Privacy & Data

filbe collects, processes, and stores personal data in accordance with our Privacy Policy, which forms an integral part of these Terms. By creating a filbe account, you consent to the collection and processing of your personal data as described in the Privacy Policy.

filbe will not sell your personal data to third parties. Data may be shared with payment processors, KYC verification partners, regulatory authorities, and licensed game providers strictly to the extent necessary to operate the platform and fulfil our legal obligations.

14 Amendments

filbe reserves the right to amend, update, or replace these Terms at any time. When material changes are made, filbe will notify registered players via the email address on file or through a prominent notice on the platform. The revised Terms will take effect on the date specified in the notification.

Your continued use of the filbe platform after the effective date of any revised Terms constitutes your acceptance of those changes. If you do not agree with the revised Terms, you must close your account before the effective date of the changes.

15 Governing Law

These Terms shall be governed by and construed in accordance with the laws of the Republic of the Philippines. Any dispute arising out of or in connection with these Terms or your use of the filbe platform shall be subject to the exclusive jurisdiction of the courts of the Philippines.

Where a dispute relates to a specific gaming transaction, players are encouraged to first contact filbe's support team to seek resolution through the platform's internal dispute resolution process before initiating formal legal proceedings.
